use an air pump, found in the water tab. it'll pump the water right out

Add an air pump.
If you have compartments, put one in each compartment (or a few in belowdecks if you have no compartments)
Even boats with no below-decks need an air pump to keep water out, regardless of how sealed they are

ok thx, i used one however yet it was wtill almost full of water. do i need a pipe of some sort to pump the water out?

No.
You may need more than one depending on the ship's size.
After putting the pump in you may still see the "ghost line" of the waterline regardless.

thats the wierd part, i dont see the line anymore, but i do see bubbles

Check the air pump, and see if it says any leaks detected.

I occasionally find I have to restart the vehicle designer to get the ship to balance out after adding an air pump.

Same, but it worked afterwards :)

Radicator, there are a few things that require designer restart, especially when balancing aircraft out, so its worth doing regularly!
