Pitch control error.
I have a quite strange issue on pretty much all of my vehicles with pitch control where the PID assumes an angle that is not 0 degrees is 0 degrees.

If you are referring to planes flying with a distinct pitch up or pitch down, it is usually because there is too much/too little lift so it pitches to maintain altitude. You can produce a similar effect if there is significant drag above or below the line of thrust.

No, I've only experienced it on submarines, not planes.
The AI's built-in P.I.D system will keep the submarine constantly pitched up about 5 degrees, even though it's set to stabilize to 0 degrees.

If so, it may be too heavy and would sink if cruising at 0 degrees pitch. It may have to pitch up 5 degrees to maintain a steady depth. Try and switch out some of the metal with alloy, bit by bit, keeping it evenly spread. If the pitch starts reducing and the depth holds steady, that would indicate it is too heavy/dense - create more air pumped voids or reduce the wieght of the vessel.

PS, Alot of people would try and make the back end float more to stop it pitching up - if the craft is too heavy and doesnt have enough lift, the pitch up will be due to the AI trying to maintain its depth/altitude. Adding buoyancy/lift to the back end will actually make the problem worse. Try making the whole vessel more buoyant across its entire length before trying to force it to pitch at the desired angle.... hope that makes sense

upload it to workshop is still the best way to resolve this issue

I can tell it to stabilize to ANY angle and it still maintains about 5 degrees upwards. ; - ;

Give us a workshop upload.... I promise you its not a bug, just your vehicle is prioritising altitude over pitch angle...
