2) A firing delay will not aid accuracy, except possibly for the first shot, when the AI does sometimes seem to fire a hair to soon and miss initial volleys. But by game mechanics, no, a firing delay will not affect a gun's accuracy stat.
I use bomber which is 60m/s, alt around 400m, using CRAM's bomb chute to attack.
Its hit rate is about 70% for steady or linearly moving, big target. Sometimes it kills thrustcrafts or huge airplanes.
But I also think shooting from stationary platform would be better for accuracy.
CRAM's accuracy can be enhanced by extending barrel length.
Note that motor driven, elevation barrel reduce CRAM's accuracy.
Also, Check if your detection is running out of power or having a large "range and angular" error.
