As for the shell choices, math has you covered. Gunpowder is figured out, rail is currently being calculated. 94 gauge, 6.54 GP modules-base bleeder-1solid-1sabot-1heavy head. Mix in tracers for increased accuracy. That will give you the highest DPS.
The inaccuracy from recoil depends on how much recoil each individual shell generates. In other words large shells have a lot of recoil and inaccuracy from it, small shells have very little. Because of that, guns with tiny gauge can go completely without recoil absorbtion, if they are designed for it with other accuracy measures in place such as a long barrel and tracers.
i want to add 3 ciws on each side of the ship but maybe i will go for interceptor instead (like you say), they can be pack in a 4x1x5 area -> i will need a lot more test, my ship will never be finish
one is 9x9x11 and one is 7x7x11 (but its beltfed to get the sameish RPM)
my bigger 500mm + railgun is 7x7x6 or 7x7x7, your build should be a enormous giganticus ^^
i put them around the room containing the turret to protect the "one axis turret" since there's nothing to do against a EMP shooting directly at the "barrels" or "mantlet" (they just destroy AI parts).
i use metal to create specific "path to ground" to force the emp to travel where i want i add surge protector on the way
personally i don't care for flak or HE, they need to be extremely fine tuned to match solid, and they like to nuke themselves.
