Report a translation problem
1: spawn them underwater using some kind of spawn stick
2: use (those weird water wings that i cant remember the name of) and PiDs to make it dive really really fast when the battle starts.

So if you make a ship and a sub, put a subvehicle spawner pointing DOWN (direction important), with the angles adjusted so you are not starting your submarine pointing downwards, and set the spawn distance to the desired depth (40m).
The sub will then spawn 40m below your ship.
