As for me, I use a custom version of the campaign without volume limit (actually that's the only difference, lol) and I've build 2 tanks so far. Now I just need a decent, cheap drone and I'm good to go.
Solution lies in mobile air units or something of the like. That or rushing the ♥♥♥♥♥♥♥ to steal their stuff.
1. I Never use alloy. I wouldn't know. Metal seems to hold up fine for me tho.
2. I Never use shields. I wouldn't know.
3. The best counter to a swarm is a swarm of your own.
4. I Never use CRAM. Wouldn't know. I generally use APS saturation fire with the idea that "If I fire enough shells, one is bound to hit."
A way around this is to use combined arms tactics. Some air, some long ranged missiles etc. I personally just space my units over a really wide area.
Never found this free-fire issue though.
ROFLstomp the dustwind ASAP, basically anything metal will cut through them like a hot knife through butter.
A key tactic is to board SE tanks and take all their sweet sweet resources. Why waste time mining instead of committing land based piracy?
What craft were you using? Maybe they weren't well optimised for ground battle?
I personally think the ground campaign is far easier than the sea one.
