Double-checked that the LWC is connected to the AI?
Did you check if the AI is actually detecting a target (detection-view avatar-item, or Q-menu of a detection-block)?
Got it to the base of the turret, The Turret Axis if you will.
The LWC is connected via a transmitter to reciever

Again, I am no new player to this game, it's probably something sneaky screwing my turret.

I made a extremely ♥♥♥♥♥♥ cram cannon. and it can't aim at enemies somehow
81m/s is slow. Hell, 200m/s is generally considered slow for a shell (allthough fast-ish for CRAM). The shell would simply be pulled into the water by gravity before it hits the target - try loading a Marauder in at 250m range or less (and press "C" and disable the AI of the Marauder), it should try to open fire.
