Dediblades + ACBs will generally be more wobbly, and require more blocks. On the other hand, it's colder than jets (-> lower IR-signature), and may require less engine-power.
You "can" tune ACBs and dediblades for a very wobble-free setup, but that will either reduce its ability to sustain damage, or require even more ACBs.

Yaw should be easy with normal AI and jets or ions (jets probably the better idea). May need to open the V-menu of the craft, and set "jets used in air and water mode". Forward movement should be pretty much the same, though you probably need some front-facing jets, if you want to move backwards.
