PS you dont have to use flak rounds. a well turned He or even Frag round can be just as if not more effective depending on the turret. heck you could if you wanted make a very high fire rate solid round cannon and have it work.
The explosion-radius hardcap of 11m doesn't apply to missiles, so you could even launch a shell a dozen metres into the air every 10 seconds, and destroy every missile, torpedo, mine, and bomb within nearly half a km. The increased radius, compared to HE, far outweighs the reduced damage. Frag requires some luck to hit in the first place, and you'll have trouble if the missile does evasive manoeuvres (e.g. due to losing and regaining lock often).
That said, HE-based CIWS might be usefull still, if you intend to use it for anti-vehicle work as well.

Lol it happens to the best of us sometimes. took me two weeks to figure out why my battle crusiers twin 402mm main gun couldnt turn all the way. same reason :P
