You're probably right
Yes. The buff increases with the more rails you have on your barrel. Since the shell is in contact with the rail longer, the effect is noticeable.

Ok, I had tested it and for every 2 rails I added, the speed increased 1 meter per second, not much. Do barrels slow down shells if the barrel is longer?

There is a gauge in the gun menu where you can increase or decrease the power applied to the rails, and whether you are adding more to speed or more to accuracy.

More magnets means a greater charge can/will be applied.
More rails gives a greater boost over distance.
