or 3 on the front and one on the back. And probably add some decorative things on the back, or a missile silo.
For example. i have built a small < 50.000 materials ship once and called it a battleship, similary i have a 20.000 block count ship that is also a battleship.
The same thing can be said about the weapons, even in real life there are many variations.
So really, it's all about personal preference... build what you want.
(unless you're building for a specific custom campaign or tourney in which case the rules or guidelines should answer your question).
2 barrel work well for secondaries, I recommend 170mm, good damage and range for a decent reload. Especially if you're good with the mechanical stuff.
Also with a 130,000 material budget that's more of a battlecruiser, and I doubt you will be able to put much armor on if you put four triple-mount primaries on.
My old battlecruiser design (a bit inefficient but still) uses 335k material for three 4x mount 500mm guns and two 4x mount secondaries, with two dual-mount 54mm 6-barrel miniguns. I would say however that about 1/2 the material is invested in armor....
Anyway, even though @TheLightOD is right and there is no definite answer, for a 130k material ship, I would say three 500mm dual-mounts (or two triple-mounts), mounted in a Dunkerque fashion (French battleship with all turrets forward mount), with maybe four dual-mount 170mm secondaries (two per side) and maybe some missile batteries on the back.
That should allow you to invest decent material in a good, strong hull and well-armored turrets, plus some good internal workings.
I imagine you can do some efficiency upgrades after you initially build it and save a decent amount of material, but I seriously doubt that @XenoDragon's reccomendations would be anywhere under 250k.
Just the hull, gun boxes, and main guns was consistently out-brawling 2 bulwarks at 500m.
Then I forgot to save 8 hours of work i put into it on saturday :(

Barrels= 3 diffent cannons on one turret not number of barrels per firing peice
Main Guns
i reccomend 4 large 3 barrel main cannons I use crams as 1200mm has an alright relaod time and does lots of damage. But 3 barrel 500mm advanced cannons also performs good
Secondary Guns
i use 2 barrel 160mm advance cannon guns that shoot a mixture of flak and frag also you can use 1/2 barrelf 100mm advanced cannons that shoot HE and frag
AA Guns
I use 36mm sabot rounds and put these around the entire ship (wherever they fit lol) or i use a 2 barreld (one cannon [change on firing peice] 50mm timed fuse flak cannon.
Counter meausures
I just put armour all over the ship usually 2 metal an airgap then another metal. I use flares that are put over the ship rader bouys, sonar bouys, missile interceptors, torpedo interceptors (interceptor head with torpedo body a little sketchy but it works) smoke laser defense and shields
Ship building
I use lots of compartments so my ship does not sink i also place many ammo magazines i place the ai compartment in the very middle of the ship and i cover it in heavy armour then in surge protecters then in ERA then in wood i also put resources in the middle of the ship also i put repair bots all over the ship
TLDR: Use 4 main cannons a few secondaries 4 to 6 ish heaps of AA every lots of counter measures (I use all of them) and lots of seperate compartments to keep my boat afloat
Now I have a new 110 m cruiser-type ship with 5m thick layered armour belts, 4x2 1500 mm inertial fuse HE CRAM cannons and 2x2 barrell 84 mm high velocity AA secondaries. All this for 102k materials.
I have mixed experience. Until all CRAMs work and the enemy is within 1 km, the effect is ridiculous, those shells deletes big chunks of most of the enemy vessels. Shielding of str5 works against machinegun type cannons very well, but under heavy fire - large volleys of a Bulwark for example - it melts pretty fast.
I wander if I should build an even bigger ship with more CRAMs and thicker armor, or just change to faster firing, higher range Adv, cannons and go back a bit, to 2 km range or more.
Oh and for anti air I've got 2 twin linked triple barrel 88mm heavy flak guns
