So big yes to frequency doublers.
Destabilizers are, in my opinion, unneeded. They increase damage substantially, but also increase the power needed without increasing the power your laser can remake, meaning you have a few shots of high damage, then your shots start getting lower.
They seem to be best for small lasers on small craft where 1-2 shots is all you may get before you need to turn around to track the target again -meaning your lasers have a few seconds to recharge
