Yes...
A planet designer...

I cant access FTD right now but there should be a (workshop) button on the right corner of the main menu...

Click that and click (planet editor)

That should load Neter for you to edit...

I personally dont know how to use it but its probably not that hard...

The workshop is filled with planets that have 2-3 vehicles...
