Usually it is announced 15 minutes beforehand, and always starts at full hours.
On the Minimap there is a symbol with crossed swords, you'll see what pvp mode will be next and the general timeline for events, daily quizzes can be entered there too, which is quite worthwhile, as you can get up to 250 loyalty in each quiz.
When registration starts you can click "join", and you'll be entered into matchmaking.
Depending on general activity and your luck you'll enter a match, but it's also possible you might not enter the arena each time. (5v5 and 10v10 modes only start if they have the exact needed number).
PvP is seperated in below 60 and above 60.
Most players make a level 60 character for PvP and stop leveling with that one, as above 60 is severly unbalanced with (now up to level 80 players) joining the fray with level 6Xs.
With a gear score below 250k you're just fastfood there.
With level 47 in below 60 pvp too though.
It's recommended to get at least to around 55+ to have a chance in PvP.
