Fantasy gift voucher

So i'm not completely understanding how the fantasy gift vouchers work. Like when you buy the fortune pack it says: "you will receive fantasy gift voucher 2 once openened" does that mean only 2 vouchers or do they have more value? Since some of the outfits cost 2000 fantasy gift vouchers, that would mean you would have to buy that pack 1000 times which sounds ridiculous to me.

You get the amount of vouchers it says on the pack.
You can also get vouchers from the webmall, on the site, through mystery boxes, tiered spender and loot wheel. That all costs ap, of course.
Alternatively, the paragon in-game will sometimes have vouchers as well. :)
