GC42 East starts humble, but near the end (Stalingrad) the maps get huge and you will have constantly "meat grinder" scenarios until the end. I don't know if Soft Cap is still an issue, but I think it sets in very strongly in GC43 and somehow I had more issues (so, careful core management) with it than in GC West.
The West campaign is much more interesting, especially tactically. Yeah you only start off with 9+ units in '42, but the unit cap increases fairly quickly. By '44 there isn't a huge difference in unit totals to East. I also think I just like trouncing around in the Italian and French countryside, as opposed to the miserable Russian steppes. :P
