If the mod insist you could try to create a new text file and rename it to panzercorps.txt. Then make some number up.
Replace x's with numerals
xxxx-xxxx-xxxx-xxxx
Sigh. This game needs Steam Works.

I Had my "MODS" folder from previous mods, i installed Pazifik Corps there:
-Copied all files Pazifik requires (if the file doesnt exist, it doesnt matter)
-Then copied these files to Pazifik Corps folder:
steam_api.dll
steam_appid.txt
-Launched game from the PanzerCorps.exe included in the mod folder.
-Played and won in the name of glorious Japan (its funny that the translation from german sometimes is messed up and creates a rather comic effect in the briefings).

But i have an extreme Soundbug when moving Infantry,and no Background Music,think it has something to do with the current Patch version of the Steam Game.
