i consider anyone who is either part of the YouTube Partner Program or at least would qualify if they WANT to be part of it a "YouTuber". If Boubers is the same as Boubers channel on youtube they met the 1k subscriber quota with 8.55k subs. Next 4,000 public watch hours in the last 12 months.. While we don't know this persons true stats. They have multiple videos within the last 12 months of; 17k viewws, 16k views, 11k views, 9.4k views.. and these are all on videos that are 30 minutes long at a minimum. They are a youtuber in YouTubes eyes even if they aren't to you. It's a valid legal question isn't it that they should worry about if they would like to be paid isn't it?
