Zero hounds spawning after killing boss

Two quests, the herbalist and royal frog guy, require that you get hound claws (total 12 between the two). The only place I've seen hounds is in the cave when fighting the final boss of the game. I killed 4 hounds during the fight, which isn't easy as there is a bunch of adds whilst the boss is also trying to kill my ass, so I had 4 hound claws. After killing the boss, not one hound spawned in the cave. I waited a full hour occasionally checking on the cave, never to find anything. I've seen people talk about hound attacks, much like the zombie attacks that sometimes come to the tavern, but I've yet to see one for myself. This has left me and my girlfriend with a hollow ending as we cannot complete the final two quests that are left. After killing the final boss, we received the achievement that is "completing all quests" meanwhile there were still two outliers: the herbalist and the royal frog, as I mentioned at the start.

Does this game just require that you complete everything in the "correct" order - that isn't actually specified anywhere within the game?

They used to re spawn but I havn't played it in a while. The spawning was really weird I remember. I used to run out of the cave and down the hill and go back in to try to get it to respawn and eventually it would but maybe there is some new bug.
