Frog event location?

My wife and I have been enjoying the new update for over half an hour and still haven't seen the update. All quests have been completed and well over level 15 for the tavern. We've opened and closed the tavern. We've explored the area and dungeon but still nothing. Not sure what else could trigger the event.

It's a flying air balloon, watch the sky. You'll need to shoot it down to talk to the frog.

I never had to shoot it down. It just popped up near my tavern

Same probleme here. We are already lvl 25+, all quests done and no frog spawn....
We run over the map, trigger als NPCs again. Run around the complet map. Open the Tavern vor like an Houre but nothing
