Where are the turtles??

Are turtle's super rare? or am I not getting them when they spawn??

I only ever see them at the beach near the waterfall. The most I've seen is 2, one on the small land on the other side of the river, and one on the beach along the way to the 3 stone places at the waterfall.
It sucks so bad trying to farm turtles, never enough turtle shell.

Just walk up and down the shore of the lake where the mermaid is, like from the beached row boat to the waterfall. Sometimes crab will spawn sometimes turtles will spawn but the trick is to keep patrolling back and forth back and forth and they will spawn as you do that.
