It's not forage only. However, I do believe that the seeds are locked behind a specific level. You will eventually unlock them. Definitely recommend rotating your crops in your garden often as you will need to rotate what you server to your customers. If you server the same dish too often, you will stop gaining experience from that dish completely. This also counts for drinks as well. Rotate your crops and the food/drinks you server often.
Maybe they just have less time than someone who spends theirs surfing discussion forums for threads to be unhelpful on. Who knows!?

To be fair, the mushroom recipe (which needs potatoes) is like the 3rd recipe shown to me--- WAY before I got chickens/ or even hops. It seems odd that potato seeds aren't opened up until level 15. I've been getting delivery requests for that dish since VERY early game (maybe level 3-5). Seems reasonable to think that one might find them in the wild somewhere or have them open up on an early quest.
Sometimes I can't understand how some people are so miserable that they choose to be rude instead of either scrolling past and keeping nasty comments to themselves or just helpfully answering a simple question.
Ex: Potatoes/ potato seeds are purchased from the Merchant; unlocked at level 15.
