Game won't install

Keeps saying app configuration unavailable, I've already paid for and own the game, for a year or more now. Also did get a newer laptop, and still have it on my old one (that by 2023 will be ten years old), but not sure what's wrong, or how to fix, aside from what I'm about to do is empty cache data or whatever in the Steam App itself.

My PC is an Lenovo Gaming Ideapad 2 15ACH6, running on Windows 11 (sadly, I'd rather be on 8.1, but could always fix that later), with an Ryzen 5 5600H, 16Gigs ram, Nvidia 1650, and with an 250Gig SSD.

The game itself should be installed and should work properly. What's broken is the feature where retired or captured characters and individualized weapons from your friends' games would show up in yours and vice versa, since that was handled as your game publishing a hidden workshop item that only your friends could subscribe to. If any of your friends that played have disappeared from your friends list, or if multiple people play on a system (which causes their subscriptions to download as well), that seems to cause this problem.

That makes a lot of sense now. In truth none of my friends have ever played or game shared this title with me before... However, I have played it on my old laptop, before I bought my new one I'm typing this message out on now. More than likely, said hidden workshop item must have been subscribed to while on my old laptop, and should pop up on my subscription list, and if not, I think unsubscribing all items button should unsubscribe the problem item.
