Same with steam.. All platforms/resellers will cost you for putting your product into the public and generally for small games/no-name devs, It's affordable.
The issue isn't licence, It's workload. Porting and re-creating the game to work on Switch is what would make this possible or not.
And yes, Best case possible is that every game is avaiable to everyone. But it's not possible for every game/team
BUT will a extremely small team port a indie game to the switch, probably not.
If it sells like crazy and is the next big indie game, maybe then.
The engine Tom uses is GameMaker: Studio. At this time there is no Switch support.
