How do I un-grey it? There is no tooltip or anything explaining why I can't shoot there either on location or in a soundstage.

Yes, this issue has basically made the game unplayable after I completed a few films. I have tried swapping scripts but one location is always greyed out in pre-production, so no films can proceed.

When it happens to me, I select the available locations and ratings, close the window, reopen it - the greyed out option opens up - select that and finish pre-production

That worked for me once but not the second time the problem came up. The same screen has another issue too: I have a cinematographer selected but the Continue button is greyed out, and the tooltip says I have not selected one.

Odd - worked for me every time as it started happening on every movie I was making; But yeah - it's a bug

I have the same problem, can't select more than 5 locations and my films are stuck in pre-production.

Just adding that I have the same issue with 2 different scripts now - always the 5th location of 5. Tried the suggestion to select what is available, back out and then select the greyed out one, but sadly, not happening.

Having the same problem but it doesn't seem to be linked to the number of locations. I've just tried a film with only three locations. One is still greyed out.

Had the same problem. I searched the discussions and it turned out it is a bug that already existed in the demo version. Save the game, completely exit the game and restart and reload. Fixed it for me.

SOLUTION
Switch to a different staff member, with higher studio level.
Close the window.
Open it again.
Location should be unlocked now (another location may be greyed out now, for example outside location lvl 3 - but if you marked it previously, it will stay marked).
You should be able to proceed.

I think issue is with guys that are lvl 1 in studio and level 3 outside and after you upgrade locations to lvl 3.

yeah I have the same problem. Can't start pre production until its fixed, which means I'll start losing money soon. I feel like this issue is pretty urgent
