Personally I think they just need to make the 2 actual abilities baseline and then increase the attack speed of both and the normal Swift Attacks by like 20%. Make it feel like we’re moving faster than any human could. Because right now it’s slower than Dual Wield and Spear.

It really is more of an Exploration tool, not great for Bossing at all.
But, I do suspect it can be made a little stronger by building into it, with either the Epic/Legendary Soul Eater set or Constantine the Devoted, or both.
Demon form requires way too many skill points to put into to be even marginally useful. You have better places to spend your skill points unless you are level 250+.
And in NG++ you can basically stay in the Demon form infinitely during the full boss battle because the legendary phantom armour set gives you phantom gauge increase for every heavy hit. So you can regen phantom gauge faster than you're using it.
NG+ and NG++ really open up a lot of build diversity like that, you can make so many OP builds there but it sucks that you have to wait until then to fully utilise some of these things that you could consider to be core mechanics of the game.
