respec and how does it work

i had a dumb build where i was just leveling up everything simultaneously. and like that i got 35 stat level everything. but at the end i wanted to respec my stats so i can wear bloodthirsty armor set and after respec my stats gone crazy high. now my strength is 72 and all other stats are 28. how did it happen? is this a bug or i'm not counting something right?

72-35 = 27, 37-28 = 7, 4 x 7 = 28
