It's a well-polished game. Good bosses, good animations, good FX and SFX like you say. The meat of it is well made.
However, there are some really important aspects that the game just doesn't do well in that set it apart from genuinely good Soulslikes (and games).

The characters, writing and story etc. are all very mediocre. There's basically no investment in any of them, and it's all been very shallow so far. Best example would be Elamein. Supposed to be a very dramatic scene, but there's nothing in the game that makes you care about Elamein leading up to it.
The music has been... okay. Nothing spectacular.
The level design leaves a lot to be desired. It's not the worst, but it certainly isn't inspired.
You mentioned both the Surge and Lies of P, which I think are fantastic games. The Surge had amazing level design and atmosphere, a unique take on the formula and I think a really great setting and lore (however limited).
Lies of P combined great gameplay with good level design, fantastic bosses, amazing music and a gripping story.
Khazan reminds me a lot of Code Vein. Not just the combat and style, but in the areas of its quality (although Code Vein had a great soundtrack and a better story / cast of characters).
Khazan feels a bit lifeless, and that's what stops it from being a great game and leaves it at just decent.
How can Khazan remind you of CV? CV is entirely based on char creator and ally system, only thing in common is that they don't have realistic graphics. Don't know how you can look at Khazan combos, then look at CVs and say the combat and style is the same, just say you completely hate this game already lol, got stuck at a boss or what?
And yes, it's possible for a game to have a good story. Every genre of games (except obvious ones like sports or racing games) have ones that stand above others because of excelling in the story department.
Look at any of the highest celebrated games in history, and the vast majority of them have good characters and story.
