can you upgrade armor rarity NOT LEVEL (i want to upgrade the PRE-ORDER armors but idk if i can)

Can someone tell me if its possible to upgrade the rarity of PRE-ORDER armors? (deluxe and pre-order) please cuz they mad weak.

Yes you can increase the level of them, once you unlock it. Just play thru the story till you can enhance weapons and armor with other weapons and armor.
