ok so after a very long time I figured it out.

To make them do their burst attack for you to counter attack they need to be continuously hit with potent blows right after any of their combos to stunlock them. Don't hit them when their shield is up.

Stunlock them for long enough and they'll assume a special stance where they put their shield in front of them with their weapon pointed at you, hit them again and you'll get parried (you want this to happen)

After this 2 things could happen:

1. They'll do a multi-attack combo on you.
2. They'll do a double burst attack but you won't have recovered after getting parried so you dodge the first one, then counter attack the 2nd one.

This was impossible with greatsword, so I used dual wield and just continuously landed uncharged potent blows, takes around 4-6 hits to trigger it.

This is so absolutely bugged. It is completely impossible to do with greatsword. Really unfortunate to be kept from gear due to a weapon choice like this.
