Needs some serious optimizing
Getting out of the way first:

8700X3D with a 7900xt

All drivers are up to date.

Playing on Directx11 and only some settings on high with a couple mediums.

This game has a serious frame stuttering problem. I played on all the settings from 30fps to no limit. It seems as though no matter what, there will be stuttering, and it hurts the eyes badly. I also noticed during major story parchment cutscenes, no audio. It gives me Destiny 2 Heresy feel, like they pushed this out too soon and it needed a month or so more of tweaking. I like the gameplay. It's very Nioh esque with a code: vein paint job.

If anyone can offer some insight to maybe minimize the stuttering, chime away.

Edit: Figured out what the problem was. Turns out that it was the screen setup. Once I reconfigured that, everything worked beautifully. To those who actually gave suggestions and ideas, thank you. To the rest who said "Works fine for me", good for you; I hope a gaming forum boosted your fragile ego.

im running a 3050ti laptop (4b vram) and its doing just fine.
turn off upscaling.

To me it's less an issue with settings and more with the game having difficulty processing particle effects like smoke, fire, and water drops. Before the last update i had 0 issues and now when there's fire or water effects the fps drops to low 40's.

Frametime stutter is easy to backtrack, first thing is to switch to an api that utilises multithread properly.
2nd thing is to make sure the game is installed on a functional SSD*, that the prerequisites are fully installed and then it would be ram and driver compatability.

Newer driver isn't always better, especially with amd.

Games run worse for me on DX11. Game runs amazing for me otherwise. Probably the most optimized game in a long time.

Samsung 990 m.2 SSD 2TB. As for the RAM, I made sure it was compatible to AMD.

Ironically, MHW runs perfectly fine for me. I reset the settings and started over. Turned off the moblur, uncapped FPS, FSR2 to balanced, and it seems to be running better. Still a minor stutter here and there, but I think this game still needs work.

I turned it off and didn't do anything. So I reset the settings and set it to balanced. That helped a bit.

It's still weird that you have a better config than me and I have legit 0 stutter or issue at all at max settings
I was legit suprise by how well they optimise the game on my side

And I don't even have my GPU driver updated because of some issue with my gpu on one game that don't allow me to alt tab otherwise the game become black-screen

120fps no stutter at all whatsoever 2080ti 7980xe without even using a custom engine.ini.

Whatever is wrong with your setup will relate back to hags, sam or the engine.ini

Dx11 is far superior to dx12 consistently in UE4
on 5800x and RX 6800 and the game runs very smooth on max settings. It was a pleasant surprise.
