It's weapon balance and also the stupidly high HP they gave every boss. Unfortunately, the next boss is even worse in this regard.
Took me about 25-30 tries.
Took me ten tries without any summons .. is he hard, yeah but he isn’t that bad at all. He is a test to see if you understand the game. Hunter gear giving you 25% extra damage against him. Spear and stun spam him pretty easily. Also using your lances when he’s in his tornado phase just to get even more damage off.
It’s not the games fault your refuse to use the mechanics and tools they give you in the game. I had harder time with pre nerf rahdan in Elden Ring.
Viper took me the most amount of tries in my 25 hours of playtime so far.
His lunge you want to normal dodge not parry then you can spam light attack with spear and stun lock him until you’re out of Stam lol

Had to switch to spear for that I've never given up Greatsword in any game but this one forced me to. Why was he so tanky? Dude barely took any damage!
But that mighty ape has infinite stamina, or do i remember that wrong? I made a hitless fight with yellow long actually.
Viper took me way to long because you need to back off. Even if you would be able to dodge all his moves or defelct them, you just run out of stamina. It feels super weird.
I just ended up avoding his super long combos.
Also pefect dodge and counter feels so much more efficient that defelct? Deflect seems bad if you consider risk and reward.
Phase 2 is not too bad if you avoid the roundhouse swings that cover 180° in front of him. I could never get used to the timing.
I beat him but honestly he feels a bit over the top for an early skill check. A bit less HP would and he'd still be fine.
He's no Malenia nor Consort Radhan though. Great boss!
(Maybe I'm a bit advantaged since I love learning boss patterns at the point I full-parry Malenia in Elden Ring and am a souls-like veteran... But oh well...)
During I realized this boss is easier to brink dodge than brink block: you have more openings to damage.
And after 13 tries, I died first time to his fire phase. But he was around 30% HP by then.
So yeah, tomorrow he should go down in 10+ more attempts.
Anyway, since there's so much debate about the difficulty of Viper early in the game, I figured I'd share my win to hopefully give some hope to the other terrible players like me. Seems like people only upload videos of themselves being awesome and crushing bosses, so here's my video of just trying to stay alive and cautiously picking my moments to do some damage. After trying and failing over and over again to use the Reflection ability (I just can't figure out the delayed timing), I resigned myself to simply playing a very slow, deliberate strategy of nothing but brink guards and waiting for windows to use spirit attacks. Despite my numerous physical errors, I still managed to take him down on only my 3rd trip to the second phase (probably 25 attempts overall, but about half of those were trying to figure out how to time Reflection with no luck).

Almost easy.
Here is the thing: this isn't DS. You need to be aggressive AF. I switched around my build, selected aggressive options. You need to be on a constant offensive. Well, if you are skilled enough.
Me, I took every window I could, while still having some defensive downtime and making tons of mistakes.
