Get farther in the game and make sure to keep talking to the alchemist lady in the crevice. No you won’t want to because other set bonuses are insane.

executioner is good for early/mid game, later you'll get better armor sets

anything similar in terms of set bonuses compared to executioner? i really like the heal on a brutal attack

There is a set that gives stacking up to 5 permanent regen until you get hit for doing brink guards for example. Great for basic level traversal. Just make sure you brink guard the last enemy in the combat at least once before you kill them.

Set bonuses also start giving you actual active skills unique to that set.

alright but why remove all when hit? couldn't the devs alter the effect of it to be like losing half the stacks instead of losing them all at once?

i mean its literally infinite otherwise. seems like a fine tradeoff. you could always grab the soul eater set which has a busted active ability as the set bonus and restores hp whenever you kill stuff
