Cannot change game settings only graphical

so, idk how, or when it happened but my controller starting vibrating (i have vibration off, or at least thought i did). I went to settings and it was turned back on, except, i cannot change it. I then noticed i couldnt change any settings that had to do with damage numbers, difficulty, and really anything not related to my GPU. Has anyone got this bug? i cannot find out how to fix it. I have untinstalled and reinstalled and even gone as far as looking at the appdata but idk even what im looking for in there. I even started a new character and same issues. im lost.
