You can create sets you want after getting their blueprints, you dont have to farm for them. Once leveling becomes slower, that's when you should start thinking about creating your own gear.
the loot tables are pretty broad though, you not only have to get the right set piece but the right parts (i.e. boots, leggings pauldrons etc). there can be 5/6 possible sets to roll from too, so it could take hours to get a full set of one specific thing.
honestly it's usually better just to farm boss gear or try and find blacksmith recipies once you get access to crafting
i'm pretty sure each level has their own loot table although they do have sets that appear on later levels as well, so some sets will appear more often than others
