Make use of Assault if you have it as well as brutal attacks when you exhaust him. Moon stance allowed me to chew through his stamina bar.
Get your parry timings right. In stage 1 after he's done with a combo you can use your light attack safely and get into moon stance. Then after another combo or with good positioning and timing you can do an improved charged heavy attack, which staggers Viper and you can continue into a full combo, with correct skills that's a lot of damage. In stage 2 he no longer staggers from a charged heavy.
Get comfy with parrying.
I actually beat him 3 attempts after posting this. Sekiro got me good at parry timing.
