1. Get ring and amulet with fire resistance, it helps a lot with the build up of the debuff
2. Use Javelins when Volbaino is hammering or pulling the nail from the ground, especially in phase 2 when you are on the upper platform. You can deal around 3k per hit when targetting head.
3. You need to get timing of counter on his red attack preceded by series of overhead smashes--this is great opportunity to stagger the boss and get some serious damage in.
4. You want to push the boss to next phase with as little health as possible. Try to time your stagger in a way that you can get brutal attack in just before he switches to next phase (around 70% health).
Volbaino's red attack at the end of chain of overhead smashes is relatively easy to time, there are later bosses that have multi-stage red attacks where it is not clear whether to press the button on first or second swipe.
I never saw him set the entire floor on fire both levels and I went pretty slow. He would set the entire top floor on fire, but the bottom floor was just a large area on fire rather than the whole floor. You are probably panicking.
Maybe there is a bug or maybe not, can't tell like this.
