I had a much easier time with this boss than I did Viper, I actually enjoyed it.
Also helps to have fire resistant accessories (if you've found any) and you can use the potion to cure fire debuff, and also buff your weapon with water.
Spoiler: You'll be happy to know there's a harder version of this boss on a side mission, lol.
I didn't die with the viper a single time and 30 deads with the deer/bull XD
he will do it again on the top floor - but, it won't cover the whole area, just a small circle so it's much easier to move around still
So you're telling me you beat Viper on your first attempt? I think not.
If I have any advice to give it's dodge more than you block with him, I prioritized dodges over blocks with Volb, so I never really had to worry about fire chip dmg or build-up. The burst counters if you can hit them are great for doing huge chunks of dmg, but if not I found dodging them to the right worked best when I had to just avoid them.
as for when he lights he ground on fire, when I fought him he always ran to go jump on the upper area after I did enough dmg, so I followed him up there, fought for a minute, but when you see him lick the stake in his left hand thats how you know he's gonna light the area on fire entirely. So when you see that, just jump back down to the dirt and wait for him.

This is just the usual issue from a studio that never made a game like this before. They don't understand principles of boss design and the devs are clearly huge nioh fans which had obnoxious boss design aswell.
You can say what you want but if you look at fromsoft games their boss designes are ♥♥♥♥♥♥♥ awesome. Starting on Tree Sentinel who teaches you that it's an open world game and you can always come back later to do him, then you run into margit who teaches you delayed hits and so on every single boss has another mechanic that he teaches you so you are prepared for the actually difficult fights later on.
None of that progression is in this game and in order to make some fights hard they had to give them a stupid status effect or other mechanic that's just artificial. I really hope they learn from the mistakes and do this better in future games. Probably not though.
But as you said the boss is fairly early on so we don't have a lot of options on how to tackle this boss and I personally did respec a few points from parrying into dodging to make it easier.
I also prefer parrying personally, feels very satisfying to parry the longer attack combos of bosses especially if you hit the last one and it gets staggered. But at the same time I think different playstyles should be available for each boss especially if the game offers them to you and also restricts it early on.
Maybe there is a way to extinguish the weapon too with a consumable or so? I didn't really look into that, but again the issue is that early on this isn't a good option as ressources and consumables are very limited.
Phantom sword dance helped with DPS a lot and has a fast activation.
People say to dodge the chisel but I found the chip damage wasn't that much and just blocked everything, other than near middle/end of the fight when he does his 4 hit combo alternating left and right swinging from the sides. That one is hard to block and can easily kill you from full.
I used flash cutter as a counter for his burst attacks because timing is really loose, and also to close distance.
When he goes up top, wait halfway up the ladder. He'll jump back down. Then you go up and start a charged attack as he is climbing up and then wail on him from the side/behind.
People are saying to rush the end, but I think rather than a DPS race, it's best to just stay just out of range and be patient for attacks with counter windows you like.
Also try to get a fire resistance ring, this was the only fire resistance item I had.
you can buy some water items from the bard in the temple.
