What driver version are you on tho?
If you haven't yet, try switching it to DX11.
Can confirm that switching back to DX11 has pretty much eliminated 80% of the stuttering. It's pretty much the same level of stuttering as the demo. Huge difference but still unacceptable.
That being said I find this state to be playable.
Full game compiles shaders at start if you're on DX12, I don't recall it doing it on DX11 which is what it launched with by default for me.
Seems to just not like cards without a ton of VRAM on DX12.

If that's the case it might be worth trying to dump your shader cache and increasing the limit via NVIDIA Control Panel to see if it helps with the stuttering you're still seeing.
IIRC DX11 has an issue where every time a new shader is shown in the game for the first time it will cause a micro stutter, but once it's happened it doesn't occur again. It's been a while since I've run into that issue, though, so I might be misremembering.
4k 120??? Cap. Are you using lossless scaling FG because my 3070ti at 1140p high dlss qual is only at 120 ish. Or are you using ultra perf mode...
