This isn't new, many newer games has this issue and it takes time to fix because the real world has different people with different PC setups that isn't anyone else fault. At least it can be fixed most of the time for most people.
HDD gave me stutter and slow texture loading, SSD was silky butter.

As fOR 1080P.. I got mine 1440p monitor in 2016 and ihave it utnil now. Why would anyone still has 1080p?

Turns out, stuttering issues were mostly from high end PCs.
All UE5's games should be like this.
