I never heard of Hostile Waters before now and the first thing I thought when looking
at it was it sure looks like Carrier Command.
The path finding on Hostile Waters isn't that good. The helicopter AI gets stuck on trees and is completely unable to navigate around them, while ground units take about 3x longer than a human player to get anywhere, because they never climb over hills and zigzag orthoganally when the path is a straight diagonal. Sometimes units just give up an say "I can't get there" even when they just had to fly in a straight line over sea.
however, CCGM is terrible. the graphics are alright, but the amount of mouse acceleration is horrible and the AI is as said, a brain damamged 2 year old, the amount of tiems i've had a walrus drive into lava on some islands. or how they can get stuck on a small rock an just give up. and of course, 8 units (4 of each type) as apposed to 10 (of a variety of ground and air) is just another nail in the coffin for CCGM to me...

I backed this at kickstarter some time ago, but never played it.
But the videos and so look like it could be what you look for.
