He ticks possibly all of boxes with Lohengramm in terms of personality, philosophy and looks, two notable exceptions being the setting and that Louis gets no development - because Metaphor, compared to LOTGH, is incomparably more primitive and needs a simple evil villain for the players to defeat.
So, yeah, good job noticing this parallel. It just shows the amount of effort that went into a yet another JRPG story.
I mean, makes sense, no? LOTGH follows Reinhard so naturally he's much more fleshed out. Louis doesn't get fleshed out that much because he is who he is and the protagonists oppose that. He's already an adult, a fleshed out character with a personality that has been doing it for years. Not everybody and their mom need some intricate development.
That being said, the only thing that could make him an expy is if it's intentionally modelled after Reinhard. And as long as we don't know, it's safe to assume he's not an expy.
...however, it's a legit assumption as similarities are so close it brings to question the good-will of the developers when they were "designing" the character...
...and one pathetic, violent Pokemon copy is currently embroiled in a copyright court without any concrete evidence intentional design theft was made.
