Notice how every re-release you mentioned is on different platform(P4G being exception). Potential re-relase of Metaphor won't come any sooner than Switch 2 (with next gen consoles) unless they decide porting it to Switch.
With that said Metaphor is a new IP which might change their release strategy so far
I won't call it incomplete. Essentially, what Atlus did was apply the feedback they received from the initial release to create an expanded and enhanced version. Ordinarily, these improved versions are released years after the original and, typically, they are for new platforms.

Now, as already pointed out, the re-releases typically come out a few years after the initial releases, so it is up to you if you want to wait for the enhanced and expanded edition.
But here's the reality - You don't have to buy the enhanced and expanded edition if you don't want to. And you may decry that Atlus' milking its audience and so forth - This maybe true, but the fact is the re-releases are for those that missed out on the initial releases. I, for one, would've missed out on Devil Survivor and Strange Journey if they weren't re-released for the 3DS. So, really, it's up to you whether you want to buy or wait - My advice, though? Just buy what you know you will play.
