I personally don't think it matters either way and you would be better off giving her the brawlers passives for survive-ability.
I didn't have the same love for her that I did Heismay because early on I learned that building her to tank was a fools errand considering bosses just ignored her anyway and hit everyone with party wide attacks..
I'm sure what you are suggesting would work, just give everyone those counter passives (it'll scale better anyway) and spam block and heal. It'd take an awfully long time though, but if that's how you want to play then power to you.
