Because there is some, but its mainly to either skip or get an advantage in turn based combat. When exploring a dungeon, you are in basic action combat mode, and if you hit an enemy a few times, you either instakill it if you are several levels higher than it (so you don't have to waste time on easy fights), or stun it so you enter turn based with a big advantage. Likewise if an enemy you can't instakill hits you, they enter battle with an advantage. Boss fights and other significant moments go right into the main turn based combat, no action combat involved.
