Why is it called ReFantazio, not just Fantazio?
What does Re even mean?

Re is probably an abbreviation of Reply, like in Email headers. The ofiginal game got announced as "Project Re: Fantasy", so it means something like "ATLUS' answer to Fantasy"

Though if they wanted more impact they should have gone with ReFantaziodyne.

The original code name for the game was Re:Fantasy. The "Re:" stems from Latin as a prefix meaning "again" or "concerning." You may have seen it be used in other Japanese works like Re:Zero or Re:Creators, using both versions of the term respectively.

Fantazio comes from Esperanto (which the game uses as the in-universe language) and it means fantasy.

In the case for Metaphor it seems to be leaning into the first meaning as the marketing leans into the idea of a different take on the genre of fantasy as well as the general idea of exploring it as a genre.

So overall, the likely meaning of Re:Fantazio would be something like another fantasy or fantasy again but it could also mean returning to fantasy or something like what the first commenter said. It's interesting that it can fit all the possible definitions.

re as a prefix to words typically means to do again or re-peat.
reteach, recount, reassign, redo, etc.

The Japanese love Western prefixes and suffixes, especially "re" (which means "back towards" or "again"). For, example check out some of the projects that Tetsuya Nomura from Square Enix was involved in, he constantly uses "re" in his game titles: "Kingdom Hearts Re:Chain of Memories", "Kingdom Hearts 3 Re:Mind", "Final Fantasy VII Rebirth", "Final Fantasy VII Crisis Core - Reunion", and so on.

"ReFantazio", or its working title "Project Re:Fantasy" are called that, because the developers of the game wanted to move back towards fantasy, after decades of producing video games set in the modern world (like Persona) or science fiction (like Digital Devil Saga).

It's possible we will find out the meaning at some point in the full game. But it's also possible we won't and it's just meaningless gibberish. Wouldn't be the first time with Japanese media. I mean, what does "Steins;Gate" mean? What is so final in Final Fantasy? What the hell does "Tales of Arise" mean? And so on...
