Three methods to increase performance
My leading theory is when you look at anything far out in the distance, easiest way to tell is the first open field or turning around as soon as you walk in the gates to the city, the one CPU core has too many draw calls and it's getting absolutely hammered when you do so so it's not able to send enough instructions to the GPU which leads to low utilization and performance crumbles. I've done testing of this on both consoles and it seems like the same story. I think overall, the GPU performance *is* fine but you would not be able to tell with the game only having access to one core.

At this moment, I've compiled three of the best things you can do to increase performance:
DXVK [github.com]
Drag and drop the d3d11.dll and dxgi.dll into Metaphor's installation folder.

Special K Metaphor patch
Just drag and drop the dxgi.dll into Metaphor's installation folder. (Kaldaien is the goat)

Worth noting that having both Special K and DXVK will not work.

and going to details > affinities > and turning one core on and all off and then back on again in task manager.

You are changing the oil, applying new pads and rotors, getting new spring and dampers as well as a new exhaust for a car with a broken engine.
