Very low. I raised the max volume in settings and when I plug my headphones direct into my PC and turn volume all the up in windows it feels like it should have more to go. Not so bad with speakers where I can force it up on the hi-fi.

Sound also doesn't work when I plug my headphones into my Xbox controller. If I go into audio settings and select 'headphones' it works for two seconds then goes away again.

The only game I can remember where the sound doesn't transmit to headphones through this controller.
I just tried it. Seems like I am having the same issue. Anyone still having this issue?
Here is how i fixed;

If you have more than one speaker, go to the change device option in the sound settings of the game and select a different sound output. For example, I use the Razer THX app, so my headset appears as 2 different devices, so I chose the original one, not the THX one. All sounds are now loud and clear.
So this issue is still there come release. I can amp the volume with my....well...amp or the realtek console's headphone amp option but this still basically means everything else becomes terrifyingly loud. I have no extra devices and even trying out mono sound on my 5.1 setup does nothing.

Our eardrums shall not rest peacefully it seems
After an hour of trying to fix the low dialogue volume I found a fix that worked for me.

In your "Speakers Properties" (control panel->sound->double click your speakers/headphones) I unboxed everything under "Exclusive Mode". That is: "Allow applications to take exclusive control of this device" and "Give exclusive mode applications priority".

Works flawless for me now. Hope this helps!

Sadly doesn't work for me but I was hopeful considering how deep they hide these settings now in W11.

Tried no spatial sound, normalisation, adjusting quality, disabling devices, taking off exclusive and more! Never encountered this weird weird bug in any game before.

the more people post about audio issues the higher the chances they'll do something about it
This is an issue with bluetooth headsets You need to go on your bluetooth settings and un-tick the 'hand free' feature of your headphones on your device properties. I can't do this with my Razer headphones so i had to switch to some earbuds i was still experiencing audio issues i switched the sample rate within the headphone properties to 44/48khz while in the game and that resolved it for me.
yes this has been a horse beaten to death there are countless posts and most of the bug report thread is about the audio there are dozens of posts on reddit about the audio and it still launched broken. So either they dont know how to fix it on pc or cant ....

its deeper than that because thats not even a feature on steam deck and it still sounds terrible
Definitely not an issue related to BT Headphones. I have bluetooth disabled system wide and uh, no headphones either. This is a weird ass widespread bug.
