it's above the requirements and was enough to play P5R, SMT5 and P3R at 75 frames without drops so this is weird

There's clearly a huge issue with the PC version I really hope they fix that magically before release because that's unacceptable. I dont' care if I was 60 fps locked or whatever but this is unplayably bad.
Kind of baffling. P5R had some spots where fps drops could be seen but they were relatively rare.
I might not be optimized yet but that's disgusting for an game like this tbh.
The optimization is pretty bad.
Given the fact the system requirements are so low, I don't see why not.
But I can't even get a locked 60fps at 1080p on an rtx 4070, and I made sure render scaling isn't turned up.
