Can it be played offline? I wanted to buy a steamdeck to be able to play this game and persona 5, however, I won't be able to connect to the internet.

Yes. It will ask you if you want to use online features. So you don't have to be online. You'll just miss out on a feature where you can compare stats and gear of others who played in the same area.

This game has Denuvo so remember to start the game once before going offline
